The only thing people complain about survival is because they can't save scum unless they use mods. But like all the other bethesda games , at higher level all the difficulty are a joke. I haven't really noticed any difference in enemy AI. I do believe that you get more XP when playing on higher difficulties, but not 100% on that. Level 31 here, I think making god like character is lot easier in Fallout4 than in 3 or New Vegas. Level 5 sneak and level 3 ninja is pretty fucking lethal.

If enemies are still to spongy or if you die too easily, bring it back down and try upping again 5-10 levels from there.
